The Soviets, after long opposing the insistence, primarily of the United States, on the principle of res communis in outer space, did a little more research into the breadth of Western legal thinking and into the value of third world voting power for the eventual establishment of an international law of peaceful coexistence. Their tactics in the Moon Treaty negotiations, both during and after completion, were to convince the small nations of the benefit to be derived from redefining the traditional meaning of res communis....

It should not be suggested, however, that the Soviets have craftily manipulated the third world. . . . The Soviets have rather influenced and benefited from underlying trends that already existed. The change in Soviet thinking on res communis can really be traced to opportunities presented by Western objectives in the law of the sea negotiations, by third world objectives in negotiations for new information and economic orders, and in phrases contained in the Outer Space Treaty concerning space as the "province of mankind" and "for the benefit of mankind."23
